  • Public Safety Public Hearing - FEBRUARY 22, 2022 0900 hours

    For our Connecticut PSTs - there will be a public hearing on Tuesday February 22, 2022 on House Bill HB 5176 - Public Safety and Security - An Act concerning a study of the powers, duties , benefits and CLASSIFICATION of First Responders. Here in CT we do not have a definition of First Responders that's why this bill is so important - we become classified and it's on the books. However, to do that WE need YOU to help.

    The hearing is scheduled for Tuesday February 22, 2022 at 0900 hours - we need written testimony and/or oral testimony. Providing written testimony or signing into the zoom meeting to offer testimony in support of the passage of the bills is vitally important. If you want to provide ORAL TESTIMONY here is the link:

    For WRITTEN testimony: That is where you upload your PDF or Word document. There are some rules for testimony and here they are:

    Testimony should clearly state testifier name and related bill numbers. The Committee requests that testimony be limited to matters related to the items on the Agenda. The first hour of the hearing is reserved for Agencies. Speakers will be limited to three minutes of testimony. The Committee encourages witnesses to submit a written statement and to condense oral testimony to a summary of that statement. All public hearing testimony, written and spoken, is public information. As such, it will be made available on the CGA website and indexed by internet search engines.

    Here are some other pieces of the bill that have the purpose and intent language that may help you in your written testimony:
    Purpose: to classify Emergency Response Operators or Emergency Services Dispatcher providing communication support services for an agency to facilitate response to requests for assistance in emergencies as First Responders.
    o Intent: Include Emergency Dispatch Professionals in First Responder Mental Health and Portal-to-Portal considerations including in times of natural disasters, inclement weather and emergency.
    o Not to effect terms of employment regarding contract terms, assigned duties, responsibilities, personnel classification compensation, benefits, allowances and worker's compensation unless defined in state statute.
    o Model language provided upon request.

    Testimony went well yesterday, a little disappointed that had14 written testimonies submitted, and only 8 of those were from our Public Safety Dispatchers. We really need to "rally the troops" as they say if we want to push this through!!
